Victor Odanga is a Public Policy specialist with over 13 years of practical experience in both public and private sector providing technical assistance on matters relating to Public Finance Management; Functional assignment and transfer; Integrated Performance Management; Intergovernmental Relations; Public Private Sector Dialogue (PDD) for Trade and Investment; Debt Management; Regional Economic Integration; Own Source Revenue Management; and Alternative Dispute Resolution Mechanism (ADR).
His experience includes working with the Kenya Association of Manufacturers’(KAM); Commission for the Implementation of the Constitution (CIC); and the Council of Governors (CoG), in various capacities.
Prior to joining IGRTC, Victor was the immediate Chief Executive Officer of Expertise Global Consulting Limited (EGCL), a Kenyan registered Public Finance Management (PFM) consulting firm providing fit for purpose and fit for context PFM solutions to its clients.
Victor holds a Bachelor of Commerce Degree from the University of Nairobi, a Double Masters’ Degree in Public Policy and Management from the Strathmore University and a Post Graduate Diploma in Tax Administration from the Kenya School of Revenue Administration (KESRA). Additionally, he also holds multiple training certifications in various critical sectoral areas such as Public Finance Management (PFM); Integrated Financial Management Information System (IFMIS); Risk Management; and Monitoring and Evaluation. He is also a Certified Professional Mediator (CPM).
Due to his distinguished and outstanding service in contributing towards effective implementation of the Constitution and the Devolved System of Governance in Kenya, Victor was conferred a State Honour of Order of the Grand Warrior (OGW) of Kenya by His Excellency the President of the Republic of Kenya, Dr. William Samoei Ruto, C.G.H, on the 12th December, 2025.
